Zweckentfremdung im SVIK: Eine Zusammenfassung

Abstract

Das Maß an Zweckentfremdung im Rahmen des Sondervermögens Infrastruktur und Klimaneutralität (SVIK) war im Jahr 2025 außerordentlich hoch. Insbesondere die fehlende Konsequenz eines Unterschreitens der Mindestinvestitionsquote von 10% im Haushaltsvollzug ist ein Fehler in der Konstruktion des SVIK. Eine Möglichkeit, eine höhere Zweckbindung und damit zusätzliche öffentliche Investitionstätigkeit zu erreichen, wäre, eine Art Kontrollkonto einzurichten. Wird in einem Jahr die Investitionsquote, sei es exakt die 10%-Schwelle oder die Sollquote, nicht erreicht, so wird das Konto mit der Differenz belastet und muss in den Folgejahren durch höhere Investitionen im Kernhaushalt ausgeglichen werden.
