Was öffentliche Förderprogramme praktikabel macht: Zehn Kriterien aus der Perspektive kommunaler Kämmerer

Abstract

Kommunen leisten einen Großteil der öffentlichen Investitionen und nutzen dabei zur Finanzierung häufig Förderprogramme von Ländern, Bund und EU. In dem Zusammenhang werden auf der kommunalen Ebene oft hohe Bürokratiekosten moniert. Auf Grundlage offener Textantworten aus dem KfW-Kommunalpanel 2025 analysiert dieser Beitrag, welche Aspekte Förderprogramme aus kommunaler Sicht besonders „praktikabel“ machen. Die Befragung ist auf Förderprogramme fokussiert, d. h. zweckgebundene Zuschüsse oder Zuwendungen aus dem öffentlichen Haushalt. Während viele Antworten neutral formuliert sind, lassen einige Antworten erkennen, dass der bürokratische Aufwand im Fördermittelprozess als belastend wahrgenommen wird. Viele Kämmerer geben spezifische Hinweise auf praktikable Programmmerkmale. Dabei werden insbesondere schlanke Anträge, transparente und verständliche Förderrichtlinien sowie vereinfachte Nachweispflichten bei der Abrechnung genannt. Aus den Hinweisen der Kämmereien werden zehn Kriterien für praktikable Förderprogramme in Deutschland abgeleitet.
