Die Wirksamkeit von EU-Ausfuhrverboten für Militärgüter

Abstract

Die EU-Exportverbote für militärisch relevante Güter gegen Russland waren lange Zeit weniger strikt, als es der Begriff nahelegt. 2022 und 2023 konnten zahlreiche dieser Produkte trotz Sanktionen weiterhin legal und direkt aus der Europäischen Union exportiert werden. Erst Anfang 2024 fielen direkte Exporte aus der EU in allen 42 betroffenen Produktkategorien vollständig unter das Verbot. Mit dem Ende der direkten Lieferungen verlagerte sich der Handel auf Drittstaaten, insbesondere die Türkei, China, Hongkong und die Vereinigten Arabischen Emirate. Insgesamt erhöhten die Sanktionen die effektiven Handelskosten um 19 % und blieben damit deutlich unter den prohibitiven Kosten eines konsequent durchgesetzten Exportverbots. Erst mit verschärfter Durchsetzung und zusätzlichem Druck auf Transitländer ab 2024 sanken die Ausfuhren spürbar, zuletzt auf rund 8 % des Vorkriegsniveaus.
