Überwindung von Europas Innovationsschwäche: Kosten des Scheiterns, disruptive Innovation und gezielte Flexicurity

Abstract

Die Innovationsschwäche Europas gefährdet die wirtschaftliche Entwicklung. Hohe Restrukturierungskosten aufgrund der Kündigungsschutzgesetze, kombiniert mit der hohen Misserfolgsrate, die für disruptive Innovation typisch ist, machen Investitionen in Informations- und Kommunikationstechnologie (IKT) und Biotechnologie eher unprofitabel. Daher neigen europäische Unternehmen dazu, sich auf inkrementelle Innovation zu spezialisieren. Der Beitrag quantifiziert die von großen Unternehmen getragenen Restrukturierungskosten und bewertet den Zusammenhang mit den Forschungs- und Entwicklungsausgaben in disruptiven Sektoren (IKT und Biotechnologie). Zur Bekämpfung der europäischen Innovationsschwäche werden gezielte Reformen des Kündigungsschutzes, die sich nur auf Besserverdienende (oberste 10 %) konzentrieren, vorgeschlagen. So bleibt der soziale Schutz erhalten und gleichzeitig wird die für disruptive Innovation, Produktivität und Wachstum entscheidende Agilität wiederhergestellt.
