Die Erbschaftsteuer im OECD-Vergleich: Reformoptionen für höhere Steuereinnahmen, Leistungsgerechtigkeit und ökonomische Effizienz

Abstract

Um dem Infrastrukturinvestitionsstau zu begegnen und eine solide Finanzierung staatlicher Leistungen zu sichern, braucht Deutschland effiziente Staatsausgaben und verlässliche Einnahmen durch Steuern, die das Wirtschaftswachstum möglichst wenig beeinträchtigen. Erbschaftsteuern können zu Staatseinnahmeerzielung und Begrenzung der Ungleichheit beitragen, und zwar bei geringerem Verwaltungsaufwand und weniger Wachstumseinbußen als alternative Steuern. Deutschland schöpft dieses Potenzial nicht voll aus. Die Einnahmen aus Erbschaft- und Schenkungsteuern sind beispielsweise in Korea, Japan, Frankreich und Belgien als Anteil am Bruttoinlandsprodukt deutlich höher. Derzeit ist die effektive Belastung hoher Vermögen in Deutschland vergleichsweise gering, es gibt großzügige Erbschaftsteuerausnahmen für Betriebsvermögen und das System ist insgesamt komplex. Eine reformierte Erbschaftsteuer mit breiterer Bemessungsgrundlage, moderaten Tarifen, und zielgenauen Stundungen für Unternehmensnachfolgen könnte die Einnahmen verbessern, ohne die wirtschaftliche Leistungsfähigkeit von Familienunternehmen zu gefährden. Sie könnte auch dazu dienen, die hohe Steuer- und Abgabenlast auf niedrige Arbeitseinkommen zu verringern.
