Zielkonflikte und Ansatzpunkte zur Reform des Sozialsystems

Abstract

Bei Reformen des deutschen Sozialleistungssystems bestehen Zielkonflikte, insbesondere im Hinblick auf die Verbesserung monetärer Arbeitsanreize. Sowohl großzügige als auch beschränkende Reformvarianten entfalten deutliche, aber sehr unterschiedliche Wirkungen auf Arbeitsangebot, fiskalische Kosten, Verteilungswirkungen und die Zahl der Transferhaushalte. Während großzügige Reformen Anreize verbessern, führen sie zu höheren Kosten und einer Ausweitung des Leistungsbezugs; beschränkende Reformen reduzieren Kosten, erzeugen jedoch Reformverlierer und erhöhen teils Armutsrisiken. Nachhaltige Reformen sind nur durch eine klare Priorisierung politischer Ziele und ein kohärentes Gesamtkonzept erreichbar.
