Zukunft des Sozialstaats: IntegriertesTransfersystem oder Einzelmaßnahmen?

Abstract

Das deutsche Transfersystem ist komplex und führt durch hohen Transferentzug häufig zu schwachen Arbeitsanreizen. Der Beitrag vergleicht auf Basis des verhaltensbasierten ifo Mikrosimulationsmodells zwei Reformansätze: (1) ein integriertes Transfersystem „aus einem Guss“, das Bürgergeld, Wohngeld und Kinderzuschlag zusammenführt, sowie (2) eine Teilreform, die lediglich Wohngeld und Kinderzuschlag bündelt. Die Simulationsergebnisse zeigen, dass ein integriertes Transfersystem die Arbeitsanreize deutlich stärkt, die Komplexität reduziert und zugleich fiskalische Entlastungen ermöglicht. Die Teilreform erzielt zwar ebenfalls Verbesserungen, bleibt jedoch in ihrer Wirksamkeit begrenzt. Die vorgestellten Varianten illustrieren damit Optionen für ein transparenteres und effizienteres Transfersystem.
