Tarifbindung in der Altenpflege: Starke Lohnanstiege bei stabiler Beschäftigung

Abstract

Der Fachkräftemangel in der Pflege zählt zu den größten Herausforderungen unserer alternden Gesellschaft. Um gegenzusteuern und die Attraktivität des Pflegeberufs zu erhöhen, wurde 2022 mit dem Gesundheitsversorgungsweiterentwicklungsgesetz (GVWG) erstmals eine verbindliche Tarifbindung für die Altenpflege eingeführt. Auf Basis der Arbeitsmarktbiografien der in Deutschland tätigen Pflegekräfte zeigt der Artikel, dass die Reform die Löhne von Fachkräften bereits im Jahr nach der Einführung des Gesetzes um rund 15 % erhöhte und die Lücke zur Krankenpflege so um zwei Drittel reduzierte. Damit erreichte das GVWG sein Ziel einer faireren Bezahlung, was jedoch mit einem weiteren Anstieg der Pflegekosten einherging. Die Ergebnisse verdeutlichen den ökonomischen Zielkonflikt zwischen Lohnfairness und Finanzierungsdruck und zeigen, dass die Zukunftsfähigkeit der Pflege davon abhängt, ob höhere Löhne mit effizienteren Strukturen, besserer Ausbildung und einer strategischen Fachkräftegewinnung verbunden werden.
