Unwissende Bürger, uninformierte Verbraucher: Wenn digitale Vereinfachungen ins Leere laufen

Abstract

Deutschland und die Europäische Union haben in den letzten Jahren digitale Geschäftspraktiken durch mehrere Regelwerke erleichtert. Dazu zählen die Zweite Zahlungsdiensterichtlinie, die Datenschutz-Grundverordnung, die BGB-Reform 2016 und die Digitale-Inhalte-Richtlinie. Eine repräsentative Umfrage zeigt, dass ein Großteil der deutschsprachigen Bevölkerung zentrale Vereinfachungen und neue Verbraucherrechte nicht kennt und nach altem Recht handeln würde. Manche Bevölkerungsteile sind jedoch systematisch besser informiert. Insgesamt drohen die Reformen, ihre Ziele – geringere Transaktionskosten, intensiverer Wettbewerb, mehr Verbraucherrechte, Förderung digitaler Innovationen – zu verfehlen.
