Der Bürokratie-Index: Messung des deutschen Gesetzgebungsvolumens und empirische Befunde

Abstract

Dieser Beitrag entwickelt einen neuen Bürokratie-Index für Deutschland, der das Volumen aller geltenden Bundesgesetze von 2006 bis 2024 in Normseiten misst. Auf Basis konsolidierter Gesetzestexte von buzer.de zeigt der Index einen Anstieg des gesetzlichen Regelwerks um rund 60 % binnen 15 Jahren; besonders dynamisch wuchsen Wirtschafts- und Finanzrecht. Im Vergleich zu internationalen Trends bestätigt sich damit die generelle Tendenz moderner Staaten zu stetig wachsender Regulierungsdichte. Der Index ergänzt bestehende Kosten- und Qualitätsindikatoren, liefert eine leicht nachvollziehbare Kennzahl zur Gesetzesfülle und kann als Frühwarninstrument für künftige Bürokratieentwicklungen dienen.
