Kommunen: Zentrale Akteure für die Modernisierung der Infrastruktur

Abstract

Die Kommunen spielen eine zentrale Rolle bei der Modernisierung der öffentlichen Infrastruktur in Deutschland, sind jedoch finanziell stark belastet. Kommen leisten zwar für mehr als die Hälfte aller jährlichen getätigten Bauinvestitionen aus öffentlicher Hand, stehen aber vor wachsenden Defiziten und einem zunehmenden Investitionsrückstand, insbesondere bei Schulen und Sportstätten. Das neue Sondervermögen Infrastruktur in Höhe von 100 Mrd. Euro bietet eine Chance, diesen Rückstand zu verringern, erfordert jedoch eine zielgerichtete und unbürokratische Umsetzung. Um die Wirkung zu maximieren, müssen begleitend strukturelle Reformen zur Verbesserung in der finanziellen Grundausstattung und zur Verschlankung von planerischen Verfahren vorangetrieben werden.
