Abstract

Damit das deutsche Sondervermögen für Infrastrukturinvestitionen und die geplante höhere Verteidigungsausgabe wirken können, müssen die Mittel wettbewerbs- und innovationsorientiert eingesetzt werden. Dafür ist ein Paradigmenwechsel in der öffentlichen Beschaffung nötig: weg von starren, bürokratischen Verfahren, hin zu offenen, effizienten und digitalisierten Vergabeprozessen, die den Wettbewerb und neue Technologien gezielt fördern. Wettbewerb ist dabei der zentrale Hebel für Effizienz, Innovationsdynamik und nachhaltiges Wachstum.
