In Infrastruktur investieren, aber richtig: Was wir aus dem Breitbandausbau lernen können

Abstract

Mit dem neuen Sondervermögen in Höhe von 500 Mrd. Euro will die Bundesregierung Infrastrukturinvestitionen finanzieren. Viele Infrastrukturen können grundsätzlich auch privat angeboten werden. In welchen Fällen sind öffentliche Investitionen in Infrastruktur notwendig? Am Beispiel des staatlich geförderten Ausbaus von Breitbandinternet in Deutschland von 2010 bis 2019 wird gezeigt, dass die Förderung zu einem deutlichen Anstieg der Breitbandverfügbarkeit in ländlichen Regionen geführt hat - die öffentlichen Investitionen waren damit wirkungsvoll. Die Studie zeigt aber auch, dass der Breitbandausbau in Regionen, in denen die Zahlungsbereitschaft die Anschlusskosten übersteigt, auch hätte privat finanziert werden können.
