Start-ups in Deutschland: Aktuelle Entwicklung und wirtschaftspolitischer Handlungsbedarf

Abstract

Unternehmensgründungen haben für Innovationsfähigkeit und erfolgreichen Strukturwandel zentrale Bedeutung. In Deutschland haben Gründungen und Wagniskapitalfinanzierung in den letzten zehn Jahren spürbar zugenommen, und die Zahl der erfolgreichen Start-ups wächst. Dennoch liegt Deutschland im internationalen Vergleich allenfalls im Mittelfeld. Damit die Potenziale, durch Gründungen Wohlstand zu schaffen, besser genutzt werden, wird eine umfassende wirtschaftspolitische Agenda zur Verbesserung der Rahmenbedingungen für Unternehmensgründungen gebraucht, die Reformen der Hochschulen, der Fachkräftezuwanderung, des Kapitalmarkts und der öffentlichen Auftragsvergabe ebenso beinhaltet wie Bürokratieabbau, verstärkte Digitalisierung der öffentlichen Verwaltung sowie Veränderungen auf EU-Ebene, die Innovationshindernisse abbauen und europaweite Skalierung von neuen Geschäftsmodellen erleichtern.
