Zeitenwende in der Verteidigungspolitik? 100 Mrd. Euro Sondervermögen für die Bundeswehr – (k)ein großer Wurf

Abstract

Jahrelang wurden die Zielmarken der NATO, 2% der Wirtschaftskraft für Verteidigung auszugeben und davon mindestens 20% in Rüstungsvorhaben zu investieren, deutlich unterschritten. Der Angriff Russlands auf die Ukraine im Februar 2022 läutete für die deutsche Verteidigungspolitik eine Zeitenwende ein. Die Bundesregierung möchte mit einem 100 Mrd. Euro schuldenfinanzierten Sondervermögen die Bundeswehr zügig aufrüsten und modernisieren. Das Investitionsvolumen ist zwar notwendig, wird aber keinesfalls ausreichen, die Finanzierungslücke der vergangenen Jahre vollständig aufzufangen. Um künftig den NATO-Verpflichtungen gerecht zu werden, müssten inflationsbereinigt zusätzliche 25 Mrd. Euro pro Haushaltsjahr in die Verteidigung investiert werden.
