Zehn Jahre Hartz-Reformen aus Unternehmenssicht

Abstract

Im August dieses Jahres führte das ifo Institut im Auftrag der WirtschaftsWoche eine Umfrage unter mehr als 600 Managern aus den Wirtschaftsbereichen Industrie, Bau, Handel und Dienstleistung durch über den Einsatz der mit den Hartz-Reformen neu eingeführten Arbeitsmarktinstrumente bei den befragten Firmen. Dar­über hinaus wurde die aktuelle Personalpolitik, auch vor dem Hintergrund der nachlassenden Konjunkturdynamik in Deutschland, beleuchtet. Die Umfrage zeigte, dass die Unternehmen die neugestalteten Instrumente mehrheitlich nutzen. Diese Flexibilität wird auch in der aktuellen konjunkturellen Situation mit nachlassender Dynamik deutlich, da die Entlassung der Stammbelegschaft erst weit hinten im Maßnahmenkatalog steht.
