In seinem Kommentar legt Michael Adams, Universität Hamburg, dar, dass, seiner Ansicht nach, die Gesetzesvorschläge zur Vorstandsvergütung keine wirksame Reaktion auf die Bankenkrise sind. Fortschritte bringe das „überwiegend dirigistische Vorschriftensammelsurium“ nicht, da die „überflüssigen und schädlichen Vorschriften mehr als wenigen nützlichen“ zählten. Seiner Meinung nach wäre ein verzicht auf das gesamte Gesetzesvorhaben besser.
