Postscript: Lowering social insurance contributions or taxes: What is the correct approach for tax and fiscal policies?

Abstract

Supplementing the contributions in ifo Schnelldienst 13/2008, Josef Schlarmann, Association of Industrialists and SMEs, stresses that a sustainable relief from social insurance contributions and taxes is only possible on the basis of an integrated reform concept that is imbedded in a cogent, comprehensive concept of the economy, labour market and social policies. In his opinion, especially the taxes on earnings of the middle income group should be lowered in the current situation. In addition, in the short and medium term, social insurance contributions for lower income groups should be reduced. This would provide relief to both employees and employers equally as well as improve the labour market chances for those looking for their first jobs and for the less qualified in addition to boosting domestic demand. Finally, in the medium and long term, the overall burden from taxes and social insurance contributions should be lowered. This, however, is only possible if the "law of increasing government expenditures" is overcome.
