Measuring the efficiency of a national economic support programme

Abstract

The German Society for Technical Co-operation (GTZ) GmbH has been carrying out a co-operation project with the Tunisian Ministry for Economics and Energy since 1998 within the framework of the national economic development programme Mise à niveau commissioned by the German Federal Ministry for Economic Co-operation and Development (BMZ). A qualitative instrument has been developed for a more efficient measurement of the programme in co-operation with the Ifo Institute patterned after the business climate surveys.
