In seinem Kommentar zur europäischen Industriepolitik setzt sich Wolfgang Arnold, Ministerialrat im Bundesministerium für Wirtschaft und Arbeit, mit der industriepolitischen Initiative Deutschlands, Frankreichs und Großbritanniens auseinander. Er fordert eine Politik, die »auf die spezifischen Bedingungen der industriellen Produktion und auf besondere Gegebenheiten in einzelnen Branchen Rücksicht nimmt«.
