More competition on the energy market by the creation of a regulating agency?

Abstract

In June 2003 the second EU directive with regard to common rules for the internal market in electricity and natural gas took effect. In the directive the EU member states agreed to create a regulating agency. According to Prof. Jan Busch, University of Düsseldorf, this "will only have a supplementary function. Particularly necessary is the renovation of market regulations". Dr. Alfred Richmann, VIK, sees room in the future system of regulation by a competition agency for the previous model of association agreements. Dr Wolf Pluge, BGW, would like the assurance "that businesses continue to enjoy economic freedoms and also be given incentives to invest in the creation and expansion of a strong infrastructure. The enterprise substance must not be jeopardised." Prof. Hans-Juergen Ebeling, VDN, wants above all "a lean and efficient regulating agency that limits itself to the basic principles of the regulatory content in the EU acceleration directive".
