Addendum: Reform of unemployment insurance

Abstract

Expanding on the discussion in Ifo Schnelldienst 7/2002 on the "Reform of the Federal Labour Office", Egon Hoelder, former president of the Federal Statistical Office, presents his reform proposal: for unemployment to be reduced effectively as an economic and social phenomenon, providing at the same time an economic impetus, the unused potential value added from unemployment should be used. To achieve this, fundamental change of unemployment insurance is necessary, in the opinion of Egon Hoelder. "It should no longer merely offer money as a wage substitute, but should be a guaranteed possibility to earn this wage substitute within the framework of a special loan employment organisation."
