Green Card - Does the German economy need an immigration law?

Abstract

Since 1 August 2000 the German state employment offices have been issuing special work permits (Green Cards) for IT specialists from non-EU countries. The German government has set up a commission to prepare an immigration law. Prof Norbert Walter, Chief Economist at Deutsche Bank, favours a more liberal immigration regulation to ensure that "our country remain fit for the future". Prof Helmut Rittstieg of the University of Hamburg is more sceptical regarding the German Green Card. He argues that an immigration law is not necessary but would be useful in order to "make existing immigration more socially accepted". Dr Heinz Werner, programme director at the Institute for Labour Market and Occupational Research, argues, based on experience from the United States, that Germany "in the final analysis will not be able to avoid implementing a consistent immigration law".
