East German construction industry: investment budgets to remain at low levels in 2000

Abstract

According to the results of the Ifo Investment Survey, spending of the east German construction industry on new equipment and buildings in 1998 stabilized at ca. DM 1.8bn, following strong declines in 1995, 1996 and 1997. This was about 3½% more than indicated by the survey a year ago. However, in 1999 investment spending of building contractors in east Germany at nearly DM 1.6bn was much less (-12%) than they had planned in the winter of 1998/99. Contractors in the fittings sector reduced their investment by nearly 16%. Cur-rent plans call for construction spending of ca. DM 1.5bn in 2000. Since above-average reductions are again planned in the fittings sector, the shift in investment spending will continue to be towards the main construction sector. In addition to self-purchased and the (short-term) rentals of construction equipment (not included in the Ifo Investment Survey), the (longer-term) rentals of capital goods, especially via leasing, have a relatively large importance. According to the user concept, i.e. including rented capital goods, investments of the east German construction industry will amount to nearly DM 2bn this year, which is about 7% less than in 1999.
