Family policies: the family allowance concept of the CDU/CSU parliamentary group

Abstract

The CDU/CSU opposition in parliament is considering introducing a bill for a family allowance by which the financial measures benefiting families with pre-school children will be more strongly concentrated and expanded. The CDU/CSU parliamentary group commissioned the Ifo Institute to investigate the reform plans, whose goal is a new overall concept of German family policy. The reform, with a particular focus on young families, is also in response to a ruling of the German Constitutional Court on 10 November 1998 which will necessitate a gradual reform, at least with respect to the way families are treated by the income tax laws. The results of the Ifo study were presented at a press conference in Berlin on 16 December 1999.
