Frühverrentung: International "aus der Mode gekommen"

Abstract

Die beschäftigungspolitische Debatte in Deutschland wird zur Zeit geprägt von der Forderung der Gewerkschaften, die Arbeit mit Hilfe der Rente ab 60 Jahren von Alt nach Jung umzuverteilen. In dem Beitrag wird gezeigt, daß die Förderung der Frühverrentung, die hauptsächlich in den achtziger Jahren in zahlreichen EU-Ländern praktiziert wurde, das Erwerbsverhalten älterer Arbeitnehmer nachhaltig beeinflußt hat. Um die Kosten für Rentenzahlungen einzudämmen, haben die meisten Mitgliedstaaten aber in den neunziger Jahren begonnen, ihr Rentensystem zu reformieren. Damit wurde in fast allen EU-Ländern - auch in Deutschland - der Trend zur Frühverrentung im Jahr 1995 umgebogen. Die neue Richtung sollte im Interesse einer Sanierung der Rentenfinanzen beibehalten werden, zumal ungewiß ist, ob von der Frühverrentung positive Arbeitsmarkteffekte ausgehen.
