Das Freihandelsabkommen EU-Südafrika : Testfall für eine neue Lomé-Politik der EU?

    Im Frühjar 1999 wird nach jahrelangen Verhandlungen voraussichtlich das Freihandelsabkommen zwischen der EU und Südafrika unterzeichnet. Bereits im Vorfeld wurde deutlich, daß sich Südafrikas anfängliche Hoffnungen auf einen besseren Zugang zum EU-Markt nur teilweise erfüllen werden. Die übrigen AKP-Staaten, die schon bisher einen bevorrechtigten Zutritt zum EU-Markt hatten, stehen dem von der EU in der ersten Runde der Neuverhandlungen des Lomé-Abkommens vorgelegten Konzept allerdings skeptisch gegenüber. Die Schaffung regional differenzierter Freihandelszonen stellt hohe Anforderungen an die Wirtschaft dieser Länder. Chancen bietet sie vor allem dann, wenn sie mit der allgemeinen Außenhandelsliberalisierung verknüpft wird.
