Abstract

Schwerpunktthema des 31. ifo Baugesprächs, das am 13. Mai 1998 in München stattfand, waren die strukturellen Probleme und Perspektiven der Bauwirtschaft. Das Hauptreferat übernahm Dr. phil. Gerd Syben, Professor für Arbeits-, Berufs- und Industriesoziologie an der FH Bremen. Syben greift in seiner Analyse den vom ifo Institut geprägten Begriff der "Schutzglocke" auf und zeigt, wie die besonderen Produktionsbedingungen der Bauwirtschaft zu einer tendenziellen Bevorzugung ortsansässiger Bauunternehmen führen. Er entwirft 3 Szenarien bzw. Pfade für die deutschen Bauunternehmen bis zum Jahr 2020, wobei er sich für eine stärkere Regulierung der Bau(arbeits)märkte ausspricht, um die gesellschaftlichen Folgen der Strukturkrise, in der sich die Bauwirtschaft befindet, abzufedern.
