Außenwirtschaftsförderung im internationalen Vergleich - Implikationen für Deutschland

Abstract

Die Förderung der Außenwirtschaft ist überall ein wesentlicher Bestandteil der Wirtschaftspoltik. Das Instrumentarium ist auch in Deutschland immer wieder Gegenstand öffentlicher Diskussion und parlamentarischer Anfragen. Vorschläge für Reformen werden teilweise mit Forderungen nach einer Erhöhung der staatlichen Leistungen verbunden. Das ifo Institut hat im Auftrag des Bundesministeriums für Wirtschaft die Fördersysteme wichtiger Wettbewerbsländer (USA, Kanada, Japan, Frankreich, Großbritannien, Österreich) erfaßt und verglichen. Als Fazit der Bestandsaufnahme läßt sich festhalten: Eine effiziente Außenwirtschaftsförderung ist zwar wichtig, sie muß aber Bestandteil einer umfassenden, auf die Steigerung der Wettbewerbsfähigkeit der deutschen Wirtschaft ausgerichteten Wirtschaftspolitik sein.
