Kommunaler Finanzausgleich : Balanceakt zwischen Verteilungs- und Allokationszielen ; das Beispiel Rheinland-Pfalz

Abstract

Ein gegenwärtig intensiv diskutiertes finanzpolitisches Thema ist die Frage, ob der Länderfinanzausgleich einer Neuordnung bedarf. Kritisiert wird insbesondere, daß durch die weitreichenden Umverteilungswirkungen des Länderfinanzausgleichs für die einzelnen Bundesländer kaum noch Anreize bestünden, ihre Steuerkraft durch eigene Anstrengungen zu erhöhen. Im Mittelpunkt des vorliegenden Berichts steht die Begutachtung des rheinland-pfälzischen kommunalen Finanzausgleichs, bei dem es sich um einen "vertikalen Ausgleich mit horizontaler Wirkung" handelt. Die Finanzkraft der Kommunen wird durch Landesmittel insgesamt aufgestockt, gleichzeitig werden durch eine geeignete Verteilung dieser Mittel Finanzkraftunterschiede zwischen den Kommunen reduziert. Auch hier gilt, daß ein zu weitgehender Ausgleich der Finanzkraftunterschiede kommunales Engagement behindern könnte. In dem vorliegenden Beitrag werden die wichtigsten Reformvorschläge vorgestellt, über dessen Umsetzung der rheinland-pfälzische Landtag zu entscheiden hat.
