Die Europäischen Strukturfonds in den neuen Bundesländern: III. Ansätze zur Weiterentwicklung der Förderpolitik

Abstract

Da sich der wirtschaftliche Wachstumsprozeß in Ostdeutschland im Jahr 1997 weiter verlangsamt hat, bleibt der Förderbedarf der neuen Bundesländer weiter bestehen. Eine zwischenzeitliche Evaluierung ergab, daß der Einsatz der Mittel aus den drei Fonds im Rahmen des europäisch-deutschen Gemeinschaftskonzepts einen wichtigen Beitrag zum Transformationsprozeß, insbesondere zur Steigerung der Produktion und zur Stabilisierung der Beschäftigung geleistet hat. Um die Strukturfondsförderung künftig noch gezielter einsetzen und noch flexibler auf den regional unterschiedlichen Bedarf abstimmen zu können, wird empfohlen, die Akzente der Infrastrukturförderung neu zu setzen, immaterielle Investitionen stärker zu betonen, regionale/lokale und sektorale Wirtschaftsaktivitäten enger zu verknüpfen und die regionalen Akteure mehr an den Entscheidungsprozessen zu beteiligen.
