Südafrika in Afrika : Privatkapital überschreitet die Grenzen

Abstract

Nach dem Ende der Apartheidspolitik in Südafrika war das Land wegen der knappen Haushaltsmittel und der überwältigenden Strukturprobleme nicht in der Lage, mit substantiellen Eigenmitteln zur wirtschaftlichen Entwicklung der Nachbarländer beizutragen. Das, was der öffentliche Bereich Südafrikas für Schwarzafrika tun konnte, beschränkte sich weitgehend auf Know-how-Transfer, effiziente Mitarbeit in regionalen Gremien, zwischenstaatliche Vereinbarungen sowie auf Initiativen regionaler Entwicklungsplanung. Inzwischen kommt dem Privatkapital eine entscheidende Rolle zu, denn nach jahrzehntelanger Isolation ist Schwarzafrika ein beliebtes Ziel für südafrikanische Unternehmer geworden. Die bisherige Entwicklung zeigt, daß der Privatsektor Südafrikas zumindestens mittelfristig das Potential hat, in Ergänzung zur notwendigen Eigeninitiative Schwarzafrikas dessen wirtschaftliche Gesundung merklich zu unterstützen.
