Landwirtschaft in Polen : Strukturdefizite behindern volle Ausnutzung des Produktionspotentials

Abstract

Anders als erhofft und im Gegensatz zum Industriesektor konnte der immer weitgehend privatwirtschaftliche strukturierte Agrarsektor Polens bisher kaum einen Beitrag zum wirtschaftlichen Aufschwung des Landes leisten. Mit dem Beitritt Polens werden sich die Agrarressourcen der EU deutlich vergrößern, während sich der Wettbewerb für die polnischen Agrarproduzenten verschärfen wird. Soll die Schaffung wettbewerbsfähiger Strukturen gelingen, muß ein erheblicher Strukturwandel in Gang gesetzt werden, bei dem zwei Drittel der heutigen Betriebe aus der Produktion für den Markt ausscheiden müßten. Dies sozial verträglich zu bewerkstelligen, erfordert umfangreiche finanzielle Mittel, die das Land allein nicht aufbringen kann. Eine Beteiligung der Gemeinschaft mit "Vorbeitrittshilfen", um den Sektor auf die Integration vorzubereiten, aber auch, um in der erweiterten EU neue Forderungen nach Protektionsmaßnahmen für die kleinstrukturierte Landwirtschaft zu vermeiden, erscheint sinnvoll.
