Zentralasiatische Staaten: Usbekistan, Kirgistan, Turkmenistan, Tadschikistan

Abstract

Obwohl die vier zentralasiatischen Staaten hinsichtlich geographischer Lage, sozioökonomischer Ausgangsbedingungen und historischer Wurzeln eine Reihe von Gemeinsamkeiten aufweisen, zeigen sich im Reformprozeß zum Teil doch beträchtliche Unterschiede. Kirgisistan hat ein sehr hohes Reformtempo eingeschlagen, während Usbekistan mehr einen gradualistischen Weg verfolgt. Am langsamsten verläuft der Reformprozeß in Turkmenistan und - wegen der andauernden Kriegswirren nicht weiter erstaunlich - in Tadschikistan. 1996 konnten - mit Ausnahme von Tadschikistan - weitere, teilweise bemerkenswerte Fortschritte bei der Stabilisierung der Wirtschaft erzielt werden. Diesen Erfolg ausschließlich dem Reformprozeß zuzuschreiben, wäre indes voreilig, denn die wirtschaftliche Stabilität der teilweise sehr rohstoffreichen Länder wird in hohem Maße auch von der Entwicklung des Rohstoffsektros beeinflußt. Zur Erschließung des Rohstoffpotentials sind sie auf ausländisches Kapital und Know-how angewiesen. Die Erhaltung - im Fall von Tadschikistan die Wiederherstellung - der politischen Stabilität ist daher von besonders großer Bedeutung.
