Migration von Arbeitskräften in der VR China

Abstract

Ein herausragendes Phänomen der 1978 eingeleiteten chinesischen Wirtschaftsreform sind die Migrationsströme der im Agrarsektor freigesetzten Arbeitskräfte. Unter ökonomischen Aspekten überwiegen die positiven Effekte dieser Wanderbewegungen: sie haben zu einer besseren Allokation des Faktors Arbeit geführt und den gesamtwirtschaftlichen Output gesteigert. In der Analyse wird gezeigt, daß sowohl Abwanderungs- als auch Zielgebiete von den Migranten profitieren. Im Hinterland entspannt sich die Arbeitsmarktlage, dank der Transferzahlungen stehen mehr Mittel für Investitionen zur Verfügung, und Rückkehrer erhöhen durch die Gründung von Privatbetrieben das lokale Arbeitsplatzangebot. In den Zielgebieten, vor allem an der Küste, wäre der Boom ohne den "Nachschub" an vergleichsweise billigen Arbeitskräften unterbrochen worden.
