Abstract

1996 hat sich das reale Bruttoinlandsprodukt (BIP) wahrscheinlich um nicht ganz 1% erhöht. Bei etwas sinkender Beschäftigung und leicht steigender Arbeitslosigkeit erhöhte sich die Arbeitslosenquote (OECD-Definition) auf 4%. 1997 dürfte das reale BIP nur wenig beschleunigt expandieren. Getragen wird die schleppende konjunkturelle Erhöhung vom Export (+ 5%) und von den Auslandsinvestitionen (+ 4%). Der private Verbrauch wird bei sinkenden verfügbaren Realeinkommen stagnieren. Die Arbeitslosenquote dürfte sich auf rund 4,5% erhöhen. Für 1998 ist mit einem BIP-Wachstum von gut 1,5% zu rechnen. Der private Konsum könnte um etwa 1% expandieren. Die Arbeitslosenquote dürfte auf 4,5 bis 5% steigen. In einem Exkurs wird untersucht, ob Österreich die Kriterien des Vertrages von Maastricht erfüllt. Den Kriterien der Preisstabilität, der Wechselkursstabilität sowie des nicht allzu starken Zinsunterschieds wird gut entsprochen. Das Kriterium des Finanzdefizits der öffentlichen Hand dürfte knapp erreicht werden. Das Kriterium der öffentlichen Verschuldung wird deutlich verfehlt.
