Ostdeutsche Bauinvestitionen bis zum Jahr 2000 tendenziell rückläufig

Abstract

Die Aktivitäten der Bauwirtschaft Ostdeutschlands, die lange als wesentliche Antriebskräfte galten haben 1996 erheblich an Dynamik verloren. Die realen Bauinvestitionen haben 1996 um 1,5% auf 117,3 Mrd. DM (in Preisen von 1991) abgenommen. Laut einer Prognose des ifo Instituts (E. Gluch, Entwicklung der Bautätigkeit in den neuen Ländern bis 2000, München 1997) werden die Bauinvestitionen bis zum Jahr 2000 auf 114,6 Mrd. DM (in Preisen von 1991) sinken. Der Wohnungsbau hat 1996 mit rund 134.000 Fertigstellungen wahrscheinlich den Höhepunkt erreicht. Obwohl für 2000 nur noch ein Fertigstellungsergebnis von 106.000 Wohnungen erwartet wird, zeichnet sich für die Wohnungsbauinvestitionen aufgrund der weiter zunehmenden Modernisierungs- und Renovierungsmaßnahmen an bestehenden Gebäuden mit rund 53 Mrd. DM (in Preisen von 1991) ein ähnliches Niveau wie 1996 ab. In gewerblichen und vor allem öffentlichen Bauten wird jedoch erheblich weniger investiert werden als in den Rekordjahren 1995/1996. Die leicht rückläufige Entwicklung der ostdeutschen Bauinvestitionen stellt einen "gesunden" Konsolidierungsprozeß dar.
