Abstract

1996 hat das reale Bruttoinlandsprodukt (BIP) vorläufigen Berechnungen zufolge um 3,2% zugenommen. Das war zu wenig, um die außerordentlich hohe Arbeitslosenquote (16,5%) nennenswert zu senken. Für 1997 ist mit einem Wachstum des realen BIP um 3,5 bis 4% zu rechnen, die wichtigsten Impulse kommen von den Anlageinvestitionen und vom Export. Die Arbeitslosenquote könnte auf gut 15,5% zurückgehen. 1998 dürfte das reale BIP, etwas verlangsamt um 3% expandieren. Die Lage auf dem Arbeitsmarkt verbessert sich weiter nur langsam (Arbeitslosenquote: gut 14,5%). In zwei Exkursen wird einmal auf die Besonderheiten der finnischen Einkommenspolitik und zum anderen auf die EWWU-Fähigkeit des Landes eingegangen. Die Chancen, daß Finnland das "Maastricht-Examen" besteht, werden als gut bezeichnet.
