Die öffentliche Verwaltung als Standortfaktor

Abstract

In der Standortdiskussion, in der es insbesondere um die Eignung Deutschlands für die Herstellung von Industrieprodukten geht, spielt auch die öffentliche Verwaltung, die für die Genehmigung und Überwachung von Industrieanlagen zuständig ist, eine wichtige Rolle. Die Exekutive hat allerdings nur einen begrenzten und durch nationale Besonderheiten gekennzeichneten Handlungsspielraum. In dem Beitrag wird, am Beispiel der Richtlinie der EU zur Umweltverträglichkeitsprüfung, die unterschiedliche Umsetzung von EU-Recht in deutsches und britisches Recht dargesteellt. Das Ziel, Entscheidungen schnell und unbürokratisch zu fällen, um Nachteile für Unternehmen in Deutschland zu vermeiden, läßt sich nur erreichen, wenn es gelingt, die Organisation der öffentlichen Verwaltung zu verbesssern und sie von Routineaufgaben zu entlasten, die auch privatwirtschaftlich erbracht werden können.
