Das Mehrwertsteuersystem im EU-Binnenmarkt - ein makroökonomischer Clearing-Ansatz zur Realisierung des Ursprungslandprinzips

Abstract

Mit der Schaffung des Europäischen Binnenmarktes sollte nach den - im Weißbuch von 1985 niedergelegten - Vorstellungen der Europäischen Kommission bei der Mehrwertsteuer die Abkehr vom Bestimmungslandprinzip und die Einführung des Ursprungslandprinzips verbunden sein. Nachdem das am 1. Januar 1993 in Kraft getretene Übergangssystem bis Ende 1996 befristet ist, wird das Thema nun wieder aktuell. Ein wesentlicher Grund, warum sich die Mitgliedsländer so wenig für das neue System, das mit dem Wegfall innergemeinschaftlicher Erstattungen verbunden ist, begeistern, ist die Verschiebung der Umsatzsteueraufkommen zwischen den Partnerstaaten. Vor allem den Ländern mit einem innergemeinschaftlichen Handelsbilanzdefizit ist daran gelegen, daß das Steueraufkommen wie bisher dem Staat zufließt, in dem die Ware verbraucht wird. Um eine Verteilung der Mehrwertsteueraufkommen zu ermöglichen, die dem Bestimmungslandprinzip entspricht, muß ein Ausgleichsmechanismus gefunden werden. Das ifo Institut hat für drei EU-Länder die Eignung eines bereits früher entwickelten Clearing-Ansatzes geprüft. Für Frankreich und Großbritannien erwies sich der Ansatz als praktikables Konzept zur Rückrechnung der Mehrwertsteueraufkommen.
