Baugewerbe unter verstärktem Anpassungsdruck

Abstract

Das ifo Institut hat im Auftrag des Bundesministeriums für Wirtschaft ein "Bild der Baubranche" erarbeitet, das sich auf das Bauhaupt- und Ausbaugewerbe sowie stärker auf Strukturkennziffern als auf Niveauangaben bezieht. Durch die Wiedervereinigung und den Zusammenbruch des Ostblocks sowie durch die internationale Arbeitsteilung und die Konkurrenz ausländischer Billiglohnarbeiter wird das Baugewerbe zu tiefgreifenden Strukturänderungen gezwungen. Vorallem durch das sogenannte Arbeitnehmer-Entsendegesetz und Mindestlohnregelungen soll der Konkurrenzdruck abgemildert werden. Der Versuch, in einer Strukturuntersuchung aktuelle, aber auch vergangene Entwicklungen und Anpassungsprozesse diese Sektors nachzuzeichnen, ist mit dem Risiko verbunden,daß einzelne Feststellungen schnell Überholt sein können.
