Entwicklung und Reformansätze im Gesundheitswesen

Abstract

Eine grundlegende Reform des Gesundheitswesens zur Erreichung von Kosteneffizienz blieb bisher aus. Dies soll sich mit der anstehenden dritten Stufe der Gesundheitsreform ändern. Die Einführung von Wettbewerb in ein hochreguliertes System ist jedoch nicht unproblematisch. Der demographische Wandel mit einem wachsenden Anteil alter Menschen und der medizinisch-technische Fortschritt lassen eher steigende Gesundheitskosten erwarten. Eine stärkere Selbststeuerung des Systems erscheint notwendig, um zukünftig die Rationierung von Gesundheitsleistungen zu vermeiden. Darüber hinaus wird der Prävention von Krankheit eine stärkere Bedeutung zukommen müsssen.
