Südafrika zwei Jahre nach der politischen Wende : Probleme und Ängste überschatten positive Entwicklung

Abstract

Die südafrikanische Wirtschaft hat sich 1995 relativ günstig entwickelt. Trotz eines dürrebedingten Rückgangs der Agrarerzeugung um 15 % und einer um 3,5 % geringeren Bergbauerzeugung wuchs das reale Bruttoinlandsprodukt (BIP) um 3,5 %. Das war die höchste Rate seit 1988. Für 1996 wird mit einem Anstieg des realen BIP um 4 % gerechnet. Die wirtschaftliche Belebung war allerdings nur von einem äußerst schwachen Beschäftigungswachstum begleitet. Zwischen Juni 1994 und Juni 1995 wurden im formellen Sektor außerhalb der Landwirtschaft nur gut 44.000 neue Arbeitsplätze geschaffen, während jährlich mindestens 700.000 Personen auf den Arbeitsmarkt drängen. Das vor zwei Jahren als vielversprechende Zukunftsvision verkündete Reconstruction and Development Programme (RDP), das u.a. die Schaffung von 2 Mill. Arbeitsplätzen vorsah, ist gescheitert. Es soll durch ein neues Zehnjahresprogramm abgelöst werden, das allerdings teilweise auch von unrealistisch optimistischen Prämissen ausgeht.
