Chinesische Technologie : auf dem Sprung vom 1. ins 3. Jahrtausend

Abstract

In "Greater China", d.h. der VR China, Taiwan sowie Hongkong und Macao, hat der zügig vorangetriebene Ausbau der eigenen FuE-Kapazitäten - gepaart mit dem massiven Technologietransfer durch ausländische Investoren - in den letzten Jahren einen beeindruckenden technologischen Schub ausgelöst. Taiwan spielt hierbei den Vorreiter, aber die VR China - heute weltweit der bedeutendste Empfänger von Auslandsinvestitionen - hat zum Überholen angesetzt und mit politischen Vorgaben verdeutlicht, welch große Bedeutung sie dem FuE-Bereich beimißt : der Anteil der FuE-Ausgaben am BIP soll noch bis zum Jahr 2000 auf 1,5 % gesteigert werden. Die High-Tech-Zonen sind schon relativ gut entwickelt und bergen ein enormes Produktionspotential. Als problematisch erweisen sich jedoch der Mangel an qualifiziertem FuE-Personal und der noch immer unzureichende Schutz des geistigen Eigentums. Die Regierung in Taipeh wird auch künftig schwerpunktmäßig den Hochtechnolgiebereich fördern, da die Insel bereits in starkem Maße von High-Tech-Exporten abhängig ist und bei technologisch hochwertigen Gütern einen Wettbewerbsvorteil gegenüber dem Festland sieht.
