Die Europäische Wirtschafts- und Währungsunion - Chancen und Risiken

Abstract

Am 29. März 1996 beginnt in Turin die Maastricht-II-Regierungskonferenz. Wichtige Weichen für das EWWU-Projekt sind zwar gestellt. Die technisch-organisatorischen Vorbereitungen für den Übergang zu einer gemeinsamen europäischen Währung sind jedoch noch nicht abgeschlossen. Entschieden werden muß noch über die geldpolitischen Konzepte der Europäischen Zentralbank, über den Umfang der in nationaler Kompetenz verbleibenden Finanzpolitik sowie über die Zuständigkeit für die Wechselkurspolitik. Des weiteren ist zu klären, welche Anpassungsmaßnahmen nach dem Wegfall des Wechselkursmechanismus zur Verfügung stehen, wenn die nationalen (regionalen) Produktivitätsunterschiede zunehmen. Festzulegen ist vor allem auch, wie die Länder, die die Beitrittskriterien nicht erfüllen, währungspolitisch mit der EWWU verbunden bleiben können.
