Westdeutsche Subventionen : Chancen zum weiteren Abbau nutzen

Abstract

Seit 1991 wird über Subventionen hauptsächlich im Zusammenhang mit den neuen Bundesländern diskutiert, obwohl immer noch mehr als die Hälfte der als Subventionen klassifizierten Finanzhilfen und Steuervergünstigungen in den Westen fließt und die Mittel - bezogen auf das BIP sogar bereits seit 1984 - rückläufig sind. In hochsubventionierten Bereichen gab es Reformansätze. Zu denken ist an die Bahnreform, die Reform der EU-Agrarpolitik, das Weltschiffbauabkommen, das europäisch-amerikanische Abkommen über Subventionen im Großflugzeugbau oder auch die Idee, Kohlesubventionen zwar nicht abzuschaffen, sie aber immerhin zu plafondieren.
