Die pazifischen AKP-Staaten : Paradiese mit harten Wirklichkeiten

Abstract

Die Länderanalyse untersucht die pazifischen AKP-Staaten (Fidschi, Kiribati, Papua-Neuguinea, Salomonen, Samoa, Tonga, Tuvalu, Vanuatu). Zunächst wird die politische Entwicklung der Region beleuchtet. Im Anschluß wird die wirtschaftliche Situation und Perspektive der einzelnen pazifischen AKP-Staaten analysiert. Es wird deutlich, daß bereits bei den wirtschaftlichen Rahmenbedingungen wesentliche Voraussetzungen fehlen und großer Nachholbedarf besteht. Vor allem die große Distanz zu Absatzmärkten, die unterentwickelte Infrastruktur und der Mangel an qualifizierten Arbeitskräften sind Hintergründe für die nur geringe Entwicklung des Bruttoinlandsprodukts in den vergangenen 15 Jahren. Bei der sinnvollen Nutzung der Ressourcen von Land und Meer begeben sich die Bewohner der pazifischen AKP-Staaten auf eine Gratwanderung. Der Tourismus ist nur bedingt Hoffnungsträger für die wirtschaftliche Entwicklung. Von den Auslandsinvestitionen gehen nur schwache Impulse aus. Es besteht weiterhin große Abhängigkeit von Entwicklungshilfe. Durch die Technik und die Kommunikation bieten sich allerdings auch Chancen für die Inselstaaten ihre Wirtschaft zu entwicklen.
