Textil- und Bekleidungsindustrie in der EU : neue Technologien erfordern neue Qualifikationen

Abstract

Das ifo Institut hat im Rahmen eines vom Observatoire Européen du Textil et de l'Habillement (OETH) in Brüssel konzipierten Forschungsprogramms den Zusammenhang zwischen technologischer Entwicklung und Beschäftigung in der Textil- und Bekleidungsindustrie der EU untersucht. Trotz des weiter wachsenden Weltmarktes für Textilien und Bekleidung muß davon ausgegangen werden, daß in der EU die Produktion von Textilien und Maschenwaren im Zeitraum 1995 bis 2005 um 1,5 % p.a. sinkt, die Produktion von Bekleidung sogar um 1,8 % p.a. Auf der Basis dieser Prognose und der erwarteten Veränderungen der internationalen Arbeitsteilung wurden zwei Beschäftigungsszenarien entwickelt. In Szenario A, das von einem raschen Kapazitätsabbau in Europa ausgeht, ergibt sich ein Rückgang der Beschäftigtenzahlen um fast ein Drittel, aber auch in Szenario B, das günstigere wirtschaftliche Bedingungen für Innovation und Produktion unterstellt, muß bis 2005 mit dem Abbau von mehr als einer halben Million Arbeitsplätzen in der EU gerechnet werden.
