Ernährungssicherung und interregionale Vermarktung von Grundnahrungsmitteln in Benin

Abstract

Die Versorgung mit Grundnahrungsmitteln nimmt in der entwicklungspolitischen Diskussion - insbesondere in Afrika - einen wichtigen Platz ein. Dirigistische Maßnahmen und die Ineffizienz der Märkte werden für niedrige Erzeugerpreise und unzureichende Agrarproduktion verantwortlich gemacht. In dem Beitrag wird anhand eines interregionalen Handelsmodells für Benin gezeigt, daß sich die agrarpolitischen Maßnahmen vor der politischen Liberalisierung im Jahr 1990 überwiegend negativ auf die landwirtschaftliche Produktion und den Agrarhandel in dem westafrikanischen Land ausgewirkt haben, während von den seit 1991 eingesetzten Instrumenten meist positive Einflüsse ausgingen. Die modellmäßig ermittelten Effekte haben sich in der Realität bereits bestätigt, auch wenn es noch zu früh ist, um den Erfolg der neuen wirtschaftspolitischen Rahmenbedingungen abschließend zu beurteilen.
