Finanztransfer und Finanzhilfe für Osteuropa

Abstract

Seit Beginn des Reformprozesses in Osteuropa wird der Verfügbarkeit externer Finanzmittel eine Schlüsselrolle für den Aufbau marktwirtschaftlicher Strukturen in den Transformationsländern zugewiesen. Ansätze zur quantitativen Bestimmung dieses Kapitalbedarfs können letztlich keinen realen Anhaltspunkt liefern. Die bisher tatsächlich geflossenen Kapitalströme liegen aber in jedem Fall am unteren Ende der Schätzwerte und nahmen von 1992 bis 1994 sogar deutlich ab. Vor allem die privaten Kapitaltransfers blieben weit hinter den Erwartungen zurück; die zur Verfügung gestellten Finanzierungen reichen nicht aus, um einen Wachstumsprozeß zu initiieren. So sind die Direktinvestitionen nach Osteuropa 1994 um 15% gesunken, während sie weltweit zunahmen. Nur vier Länder hatten bisher Zugang zu den internationalen Kapitalmärkten, mit Ausnahme der Tschechischen Republik konnte kein osteuropäischer Staat seine Kreditwürdigkeit verbessern. Vor diesem Hintergrund ist die finanzielle Hilfe, die von internationalen Organisationen gewährt wird, von großer Bedeutung, wird von den Empfängerländern allerdings als bisher unzureichend eingestuft. Seitens der Geberländer bleiben Notwendigkeit und Nützlichkeit der westlichen Finanzhilfe umstritten. Sie stellt jedoch für die Transformationsländer die einzige Möglichkeit zur Überwindung von Zahlungsbilanzschwierigkeiten dar. Die Finanzströme von internationalen Organisationen nach Osteuropa, die von 1990 bis 1993 kumuliert aufgeführt werden, erweisen sich im Vergleich zu den Berechnungen des Kapitalbedarfs als gering. Die Unterstützung kam vor allem den Ländern zugute, die am weitesten im Reformprozeß vorangeschritten sind. Sie war vor allem für Maßnahmen im Bereich der makroökonomischen Stabilisierung bestimmt.
